According to Official Guinness Records,

The fastest short course 200 metres freestyle by a male swimmer in 1 minute 39.37 seconds, by Paul Biedermann (Germany) at a FINA World Cup event in Berlin, Germany, on 15 November 2009. Biedermann achieved his record time swimming in a polyurethane suit, weeks before FINA imposed a ban on all non-textile swimming suits in January 2010.
