According to Official Guinness Records,

The most balloons burst simultaneously by arrows was 7 by Randy Oitker (USA) on the set of Jimmy Kimmel Live! in Los Angeles, California, USA, on 4 November 2010. Oitker blasted seven balloons with seven arrows on his third and final attempt in front of a studio audience after managing six on his first two tries.
