According to Official Guinness Records,

The most cookies iced in one hour is 1,169 and was achieved at an event organized by Pillsbury (USA), at the Mall of America, in Bloomington, Minnesota, USA, on 12 December 2015. All of the qualifying cookies received white icing with blue crystalized sugar or colored candy canes on top.
