According to Official Guinness Records,

The most power wheelchair spins in one minute is 32 and was achieved by Geoffrey Bugnot (France) in Montluçon, Auvergne, France, on 2 December 2009.
14-year-old Geoffrey, a tetraplegic since the age of 13 months, averaged 25 spins during practice runs but was able to attain 32 at the final attempt.
