According to Official Guinness Records,

The most rocket engines fired on a single flight is 44 and was achieved by the Sounding Rockets Program, based at NASA Wallops Flight Facility (USA), onboard a rocket launched from the Andøya Space Center, Nordland, Norway, on 16 September 2015. NASA's Sounding Rockets Program has been going for over 40 years. Sounding rockets - also called research rockets - carry scientific instruments into sub-orbital flight. These types of rocket spend a short amount of time in space - typically between just 5 and 20 minutes.The rocket was carrying the Charged Aerosol Release Experiment (CARE II), designed to study the effect of charged atmospheric particles on radar signals.
