According to Official Guinness Records,

The fastest 100 metres juggling a football is 17.53 seconds, and was achieved by Abraham Munoz (Mexico) at the York University Campus Track in Jamaica, Queens, New York, USA, on 9 August 2009.
Abraham used only his feet throughout the record attempt.
