According to Official Guinness Records,

The highest speed ever reached in a diesel-powered vehicle is 563.418 km/h* (350.092 mi/h), by Andy Green (UK) driving the JCB DIESELMAX at Bonneville Salt Flats, Utah, USA, on 23 August 2006.
