According to Official Guinness Records,

The fastest indoor 3,000 m run by a male athlete is 7 minutes 24.90 seconds, by Daniel Komen (Kenya) in Budapest, Hungary, on 6 February 1998. As of January 2018, this time has only been bettered twice in outdoor events – one of which is Komen’s outdoor 3,000 m world record of 7:20.67.
