According to Official Guinness Records,

The fastest steeplechase 3,000 metres run by a male athlete is 7 minutes 53.63 seconds, by Saif Saaeed Shaheen (Qatar, b. Kenya) at the Van Damme Memorial meeting in Brussels, Belgium, on 3 September 2004.Born Stephen Cherono, Shaheen switched to Qatar in 2003, and was subsequently barred from competing in the 2004 Olympics when he was refused a waiver allowing him to compete. A month after the Olympics, Shaheen defeated champion Ezekiel Kembo at the Van Damme Memorial in world record time.
