Fastest time to flip a Fingal’s finger twice

According to Official Guinness Records,

The fastest time to flip a Fingal’s finger twice is 23.76 sec and was achieved by Zydrunas Savickas (Lithuania) on the set of Lo Show Dei Record, in Milan, Italy, on 8 April 2011.
Fingal Finger – a heavy, hinged pole "finger") lifted starting from a horizontal resting position and flipped over to the other side. The event takes its name from Fingal, a mythological Gaelic hunter-warrior. The Finger in the record weighs 200 kg and is 5 m tall.
