According to Official Guinness Records,

The fastest time to hit 10 consecutive targets with a whip is 2.54 seconds, and was achieved by April Choi (USA) at the California Style Fitness Studio, in Peoria, Illinois, USA, on 17 September 2017. April wanted to attempt this record to highlight and show speed and accuracy to break a world record. April already hold several world records for whip cracking.
