First cartoon film made for TV

According to Official Guinness Records,

Alex Anderson and Jay Ward's (both USA) syndicated series Crusader Rabbit, was produced in San Francisco in five minute episodes from 1949 to 1951. For some reason the films were made in colour despite the fact there was no colour television.
