According to Official Guinness Records,

John Cobb (UK), driving Railton Mobil Special (internal combustion engine), achieved a speed of 394.194 mi/h in Bonneville, Utah, USA, on 16 September 1947.
The Railton Mobil Special achived 385 mi/h in the first run and 403 mi/h in the second, averaging 394.194 mi/h.
