According to Official Guinness Records,

LaVerne Tish (USA) has 6,971 different pairs of salt and pepper shakers, as of January 2011, that he has collected since 1984.
LaVerne, a retired truck driver from Missouri, USA, got the love of collecting salt and pepper shakers from his mother who had a small collection that he admired since he was a little boy. Among 10,845 sets he has, 6,971 sets are approved to be no duplicates. All of his shakers are displayed in this house.
