According to Official Guinness Records,

The largest high visibility jacket measures 13.88 m (45 ft 6 in) high and 10.68 m (35 ft) wide and was manufactured by Febelsafe and Secura, in Brussels, Belgium. It was measured on 7 February 2013.
This high visibility jacket was also CE-certified, meaning it meets the essential requirements of the European Economic Area.
