According to Official Guinness Records,

The largest three-legged race is 649 pairs and was achieved by The Isle of Man in Douglas, Isle of Man, on 6 May 2013.
The national emblem of the Isle of Man is the Triskelion of three legs. The attempt was organised by Douglas Development Partnership and Barclays Bank.
