According to Official Guinness Records,

The most cocktails commercially available is 2,014, achieved by Pencho Penchev (Bulgaria) at Pench's Bar in Varna, Bulgaria, on 14 March 2014.
Pencho now holds this record for the fourth time and is already working on an even bigger menu!
