Most heads of state together

According to Official Guinness Records,

The UN Secretary General, Kofi Annan, hosted 150 heads of state at the UN Millennium Summit in New York, USA, on Septmber 6, 2000. The three-day summit is to address key world issues such as the elimination of war, pollution and poverty. Kofi Annan said that the meeting was," a defining moment for world leaders and for the United Nations". Amongst those who attended was Cuban leader, Fidel Castro and Iranian leader, Mohammad Khatami. Representatives from North Korea, on their way to New York, turned around and headed home after they were subjected to thorough body searches in Germany.
