According to Official Guinness Records,

The most liked video online is "Despacito" by Luis Fonsi, featuring Daddy Yankee (both Puerto Rico) with 29,585,207 million likes on Youtube, as of 31 August 2018.The video was first published back in 12 January 2017. It has surpassed "See You Again", by Wiz Khalifa (aka Cameron Jibril Thomaz) featuring Charlie Puth (USA), with 21,212,779 likes, as of 31 August 2018.
