According to Official Guinness Records,

The most Olympic medals won by a male is 28, achieved by swimmer Michael Phelps (USA) across four Olympic Games from 2004 to 2016 Phelps also known as "The Baltimore Bullet" collected six gold and two bronze medals in the pool at the 2004 Games in Athens, Greece;eight gold medals at the 2008 Games in Beijing, China;and four gold and two silver medals at the 2012 Olympic Games in London, UK. After the 2012 games Phelps retired but later came out of retirement to qualify for the 2016 Olympic Games in Rio de Janeiro, Brazil where he won five gold medals and one silver.
