According to Official Guinness Records,

The most pledges received for a health campaign is 87,009 pledges and was achieved by Babeking (China). The certificate was presented in Guangzhou, Guangdong, China, on 19 June 2017.Babeking is a Chinese company who sell mosquito repellent spray. Everyone taking part in the event pledged to protect their children by using repellent spray responsibly to keep mosquitoes away and prevent the spread of disease.
