According to Official Guinness Records,

The most pull ups in one minute with a 60 lb pack is 23 and was achieved by Ron Cooper (USA) in Marblehead, Massachusetts, USA, on 23 July 2016.Ron beat his previous record of 18 pull ups to achieve this record title.
