According to Official Guinness Records,

The most T-shirts put on in 30 seconds by an individual is 17, achieved by Levi Dayne (USA) at an event at Sierra Canyon School in Chatsworth, California, USA, on 15 November 2017. This was equaled by Nathan Anderson (USA) at the same event. Participants donated $1 to Give Kids the World for each attempt to break the Guinness World Records title.
