As head of the Coalition Provisional Authority in Iraq after the war and invasion of 2003, Mr Paul Bremner, an American diplomat, signed Authority No.69 in April 2004, bringing into existence the Iraqi National Intelligence Agency. Its mission under the Order is to deter threats, collect intelligence and execute intelligence activities in relation to: threats to national security;terrorism and insurgency;proliferation of weapons of mass destruction;narcotics production and trafficking;and espionage and other threats to Iraq’s democracy.
