According to Official Guinness Records,

The fastest short-track 3,000 m by a female speed skater is 4 minutes 46.983 seconds, by Eun-ju Jung (South Korea) at the 2008 ISU World Short Track Speed Skating Team Championships in Harbin, China, on 15 March 2008.
