According to Official Guinness Records,

At the age of 17 years 8 months, Marc L. Griffin of Greenwood, Indiana, USA was appointed a Justice of the Peace, assuming the post on 19 February, 1974.
Marc L. Griffin noticed the record title whilst conducting legal research for a case he was handling. He decided to make his claim as a result, 37 years after having set the record.
