According to Official Guinness Records,

In its Global status report on road safety 2015, the World Health Organisation (WHO) named Libya as the nation with the highest rate of road traffic deaths, with 73.4 per 100,000 people in 2013. Globally, 1.25 million people die each year as a result of road-traffic crashes. Of those nations with a population in excess of one million, Sweden had the lowest rate of road traffic deaths, with 1.9 per 100,000 people in 2013.
