According to Official Guinness Records,

The fastest speed skating 10,000 metres by a male athlete is 12 minutes 36.30 seconds by Ted-Jan Bloemen (Canada) at an ISU Speed Skating World Cup event in Salt Lake City, Utah, USA, on 21 November 2015.Bloemen won the gold medal at the event, which was the second stage of the 2015–16 ISU Speed Skating World Cup.
