According to Official Guinness Records,

The fastest prescribed text message in Arabic blindfolded is 2 min 13 sec achieved by Mohamed Ahmed Al Mulla (UAE) at the Guinness World Records Pavilion in Global Village, Dubai, UAE, on 30 January 2009. The prescribed message was a translation of "The razor-toothed piranhas of the genera Serrasalmus and Pygocentrus are the most ferocious freshwater fish in the world. In reality they seldom attack a human."
