According to Official Guinness Records,

The fastest time to put on a duvet cover is 39.41 sec and was achieved by Luke Fuller (UK) on the set of CITV Scrambled in Brighton, UK, on 19 March 2015.Luke Fuller achieved the record after Luke Franks, one of the presenters of the show, was unable to break the previous record. Luke Fuller was part of the filming crew.
