According to Official Guinness Records,

The largest human image of a cloud consists of 490 participants, achieved by the University of Oklahoma (USA) on NBC’s TODAY, in Norman, Oklahoma, USA, on 27 March 2017.As part of the live kickoff to Rokerthon 3, students and community members attempted three weather-related largest human image Guinness World Records titles.
