According to Official Guinness Records,

The longest usable yo-yo was 12.12 m (39 ft 9 in) and was constructed and successfully demonstrated by James Buffington (USA) in Chicago, USA, on 21 May 2011.
The yo yo's diametre was 7.47 cm (2 in)
