According to Official Guinness Records,

The most backpacks stuffed with school supplies in one hour is 3,000, achieved by Brown University (USA) in Providence, Rhode Island, USA, on 13 June 2018.The attempt was done by approximately 350 current and former Brown University staff, and was used to celebrate the 25th anniversary of their staff development day. While they had a full hour, the 3,000 packs were completed in just under 40 minutes.
