According to Official Guinness Records,

The most dice stacked using chopsticks whilst balancing on a board in one minute is 11 and was achieved by Silvio Sabba (Italy) in Milan, Italy, on 22 September 2015. The dice were stacked on the balance board on which Silvio was balancing.
