According to Official Guinness Records,

The most Olympic golds for rowing won by a woman is five by Elisabeta Lipã (Romania) who won in 1984, 1992, 1996, 2000 and 2004, and Georgeta Damian (Romania) in 2000, 2004 and 2008.
