According to Official Guinness Records,

The most people applying make-up simultaneously is 629 people and was achieved by Hangzhou Weizhong E-commerce Co., Ltd. (China) in Shaoxing, Zhejiang, China, on 10 November 2017.The attempt was an event for their community members. It lasted for 38 minutes in total.
