According to Official Guinness Records,

The most people blowing out candles simultaneously is 1,717 and was achieved by The Fellowship Fund for Employees of the Ministry of Health Muscat (Oman) in Muscat, Oman, on 21 November 2016.The participants were arranged in an amphitheatre wearing either red, green or white caps and t-shirts and were arranged to represent the Omani National Flag
