According to Official Guinness Records,

The most people dunking cookies is 3,236, and was achieved by the Girl Scouts of Greater Chicago and Northwest Indiana (USA) at Allstate Arena in Rosemont, Illinois, USA, on 6 January 2018.The attempt took part at the Girl Scouts' annual rally, prior to a Chicago Wolves minor league ice hockey game later the same night. Participants included active Girl Scouts, their families, and friends. Participants were provided with individual jugs of sealed, lactose-free milk and three Girl Scout cookies.
