According to Official Guinness Records,

The most people static cycling at multiple venues is 3,509 and was achieved by Virgin Active (UK) in 102 gyms located in Italy, Portugal, Spain, Australia, South Africa and the UK, on 5 December 2011.
The event took place between 6pm and 6:15pm GMT.
