According to Official Guinness Records,

The most plug plants planted in one hour (team) is 153,981 and was achieved by Henan Provincial Committee of the Communist Youth League of China and Henan Xifange Greening Engineering Co., Ltd. (both China) in Zhengzhou, Henan, China, on 10 March 2018.There were 656 participants (university students) and they planted 153,981 plants on the roof of one school building.
