According to Official Guinness Records,

The shortest woman to give birth is Stacey Herald (USA) who is 72.39 cm (28.5 in) and who delivered her first child in Dry Ridge, Kentucky, USA, on 21 October 2006. Mrs. Herald's first child was a girl. She delivered her second baby girl on 1 January 2008. Both children were delivered by caesarean sections. She gave birth to her third child, a boy named Malachi in November 2009.
