According to Official Guinness Records,

The most basketball neck catches in one minute is 27 set by Ashrita Furman (USA) at the Panorama Café in New York City, New York, USA, on 2 October 2009.
Mr. Furman was timed by Mr. Gabriel Pelletier and Mr. Marty Lebenson (both USA). Mr. Pelletier also gave Mr. Furman the signal to start and the signal to mark the passing of one minute. Mr. Lebenson counted Mr. Furman's catches.
