According to Official Guinness Records,

The smallest digital voice recorder is the Edic-mini Tiny+ B70, measuring 3756.15 mmᶟ (0.22 inᶟ) in volume, made by Telesystems (Russia). The record is based on market research carried out by Concol and tested by Federal Budget Organisation in Moscow, Russia on 24 August 2017. The Edic-mini Tiny+ B70 measures 37.94 mm long, 14.91 mm wide and 6.64 mm tall and it weighs 7 g (0.25 oz). The device has a recording time capacity of 150 hours. The device has been commercially available since May 2015.
