According to Official Guinness Records,

The fastest short-track speed skating 1,000 metres by a female athlete is 1 minute 26.661 seconds by Shim Suk-Hee (South Korea) at the ISU Short Track Speed Skating World Cup event at the Olympic Oval in Calgary, Alberta, Canada, on 21 October 2012.Shim Suk-Hee won the gold medal at the 1,000 and the 1,500 metres during the season opener in Calgary, where she set the record.
