According to Official Guinness Records,

Back in 1813, the US Congress decided that all Americans should be kept informed about the workings of their three branches of government. This set in motion the creation of the US Government Printing Office (GPO), the world’s largest government publishing company, which provides publishing services to Congress, Federal agencies, Federal depository libraries and, of course, the American public under the Keep America Informed programme.
