According to Official Guinness Records,

The most flashlights lit simultaneously was 70,854 organized by Energizer Holdings, Inc. (USA) at the Charlotte Motor Speedway in Charlotte, North Carolina, USA, on 21 May 2011. The attempt was made by spectators ahead of the 2011 NASCAR Sprint All-Star Race.
The attempt was made as part of Energizer's "Light up the Night" campaign, urging the race fans to "flash their brights."
