According to Official Guinness Records,

The most people writing telegrams at multiple locations is 5,861 and was achieved by BRG Group - Gujarat Public School & Urmi School & Hostel (all India), Vadodara, Gujarat, India, on 9 July 2013.
The event was held in celebration of the 160 year old telegram service in India.
