Largest simultaneous lottery game held in one location

According to Official Guinness Records,

The largest simultaneous lottery game held in one location was achieved by 40,001 people who played Win for Life, a lottery created by Sisal (Italy), in San Siro stadium, Milan, Italy, on 29 November 2009 The lottery numbers were revealed between the first and second half of the match between Inter and Fiorentina in San Siro, Milan. Win for Life is a new Italian born lottery from Sisal and and the cash price consists of £4,000 GBP awarded during 20 years.
